Michael Smiley

Chief Executive Officer

Michael Smiley is a retired Sergeant with the Arroyo Grande Police Department and has served in a variety of assignments since 2002, most recently as the Detective Sergeant and acting Support Services Commander. As an acting commander, Sergeant Smiley led the development of several new programs, including the Arroyo Grande Police Department Training Plan and Employee Career Path Guide, social media program and a program that allowed department employees to exercise on duty. During his 21-year tenure, he has held numerous collateral assignments, including Terrorism Liason Officer, Field Training Officer, multi-agency DUI Grant coordinator, Explorer Advisor, Range Master/Firearms Instructor and Team Leader on the San Luis Obispo Regional SWAT Team.  

 

In addition to law enforcement, Sergeant Smiley is a licensed paramedic with 24 years of experience on an advanced life support ambulance and six years as a PCF-Driver Operator, OIC for the San Luis Obispo County Fire Department. 

 

Sergeant Smiley holds a master's degree in Organizational Leadership. He is also a graduate of the California Commission on Peace Officers Standards and Training (POST) Sherman Block Supervisory Leadership Institute, the POST Leadership Development Program and numerous other training courses. Sergeant Smiley possesses a POST Advanced and Supervisory Certificate. 

 

Sergeant Smiley is a Master Instructor certified by the California Commission on Peace Officers Standards and Training and accomplished trainer. Over the last 20 years he has developed and instructed training courses in firearms, less lethal weapons, active shooter response, SWAT firearms and tactics, CPR/First Aid, tactical medicine, preparing officers for promotions and peer support. Sergeant Smiley was instrumental in creating a regional active shooter training program integrating law enforcement, fire department and EMS personnel which is still in use today. He instructs the Leadership and Supervision for Law Enforcement course, the Academy Instructor Certification Course and serves as the director and part-time faculty for the Paramedic and EMT programs at Cuesta College.
